12th of November – Historic Laos meeting sets a new standard to judge all states
Governments agreed today on a 66-point action plan to turn legal obligations in the cluster bomb treaty into concrete actions. The Vientiane Declaration and Action Plan issued at the First Meeting of States Parties to the Convention on Cluster Munitions set unprecedented new standards by which all governments will be judged. 9th of November – The First Meeting of States Parties to the Convention on Cluster Munitions begins in Vientiane
More than 110 governments are attending the meeting – including over two dozen countries outside the treaty – as well as UN agencies, international organisations and more than 400 representatives of global civil society, including cluster bomb survivors, under the umbrella of the CMC. At least 18 governments have sent ministerial-level representatives to the meeting, which was opened today by Lao President ChoummalySayasone and will be chaired by Lao Deputy Prime Minister/Foreign Minister ThonglounSisoulith.
The Convention bans the use, production, stockpiling and transfer of cluster munitions and requires the destruction of stockpiles, clearance of cluster munition remnants from affected land and the provision of assistance to victims and affected communities. To date, 108 countries have signed the treaty and 46 have already ratified, including three in the past week – Guatemala, and Saint Vincent and the Grenadines, as well as Lebanon, one of the most heavily affected countries in the world. 8th of November – Field trip to Xiengkhuang Province launches 1MSP
To mark the beginning of the First Meeting of States Parties to the Convention on Cluster Munitions a large group of delegates and associated parties attended a field trip in the Province of Xiengkhuang to witness clearance and roving operations in action. Hosted by the national clearance agency UXO Lao delegates visited a number of heavily contaminated villages and looked on UXO Lao cleared land littered with cluster submunitions.To go along with seeing firsthand the amazing yet challenging work clearance agencies like UXO Lao are performing daily, delegates also got an insight into the size of the problem here. In one village alone so far over 200 cluster bomblets have been found and destroyed in a mere 12,550 square metres. Read more.

6th of November – Lebanon Ratifies CCM
On the 5th of November Lebanon deposited its instrument of ratification and in doing so became the 46th country to ratify the treaty, which entered into force as binding international law on 1 August.Read more.
